CSCAP Study Group on Responsibility to Protect (RtoP) Discovery Suites, Mandaluyong 20-21 September 2010
The second meeting of the CSCAP Study Group on the Responsibility to Protect (RtoP) hosted by the ISDS took place on 20-21 September in Mandaluyong. During the first day of the meeting, lectures on the two Pillars of RtoP, “the State’s Primary Responsibility to Protect” and “Assistance and Capacity-Building – The Role of Peacebuilding”, as well as on Preventive Diplomacy, Peacemaking and Mediation were held. The sessions on the second day of the meeting concentrated on Asia-Pacific – UN Dialogue and on Standby Arrangements and Capacities.
Global Consortium on Security Transformation - Working Group on Regional Security (GCST WGRS) Buenos Aires, Argentina 16 August 2010
The second meeting of the GCST Working Group from Above and Below took place on 16 August 2010 at the NH Lancaster Hotel, Buenos Aires, Argentina. The first part of the meeting was the reporting and evaluation of the first year of the research project, while the second part was the planning of the second year of the project which would be focusing on regional security from below. Present in the meeting are Dr. Carolina G. Hernandez (ISDS Philippines); Dr. Mely Caballero-Anthony (RSIS Singapore) who discussed the Southeast Asia case study; Ms. Marcela Donadio, Mr. Gonzalo Serra and Mr. Patricio Maffei Gaido (RESDAL Argentina) who discussed the Latin America case study; and Mr. Rodrigo Alvarez (FLACSO Chile). The project as well as the outcomes of the working group was also discussed and disseminated in the public fora held on 17 August 2010 at the Escuela de Defensa Nacional in Buenos Aires, Argentina and on 20 August 2010 at the Pontifícia Universidade Católica do Rio de Janeiro (PUC-Rio) in Brazil.
ASEAN ISIS - JICA Project on Mainstreaming Human Security in ASEAN Integration Inception Meeting- Year Two 17 April 2010
Organized by ISDS Philippines, the ASEAN ISIS – JICA Project Year Two aimed to follow-up on its efforts through the new sets of studies that will continue the objectives on ways by which it is mainstreamed in Southeast Asia through ASEAN. The members of the research team discussed the framework of analysis so as to allow comparability and mapping out of a regional perspective to mainstream human security in ASEAN integration. The timelines, deliverables and liquidation guidelines were also set. In addition, members of the Year Two Research teams agreed to utilize the research expense provided to facilitate in their work in cognizance to the terms of agreement set out by JICA Philippine Office and ISDS Philippines.
Security Sector Governance and Conflict Management in Southeast Asia (Inception Meeting) Richmonde Hotel, Ortigas Centre 15 April 2010
The inception meeting of the project Security Sector Governance (SSG) and Conflict Management in Southeast Asia organized by ISDS Philippines looked at case studies of security sector governance in Southeast Asia and examined how this has affected conditions of intra-state conflict. The comparative country study project was timely given the goals of the states in the region to establish a security community.
Association for Security Sector Reform Education and Training Annual General Meeting (ASSET) EDSA Shangri-la Hotel, Manila, The Philippines 2-4 March 2010
The second annual general meeting (AGM) of the Association for Security Sector Reform Education and Training (ASSET) hosted by the ISDS brought together twenty eight participants from eighteen organizations. The meeting started with the introduction of eight new member organizations and with the presentation of the ASSET Activity Report for 2009-2010. On the second day, a roundtable discussion was held on SSR and human rights in South and Southeast Asia, and the findings of two case studies on SSR in South and Southeast Asia were presented. On the third day of the meeting, the revised ASSET web portal was presented and the members to Coordinating Committee for the period 2010-2011 were elected. The key decisions and the outcomes of the meeting include the adoption of the Minutes of the First AGM, the amended ASSET Cooperation Statement and the Terms of Reference for the ASSET Secretariat; the revision and circulation of the SSR Training Guidelines; the election of the members of the Coordinating Committee; the venue and hosts for the third AGM; mapping of prospective SSR donors; development of the peer review mechanism; creation of five new practice notes; and the continuation of the promotion of the regional scope of ASSET.
17th ASEAN-ISIS Colloquium on Human Rights (AICOHR) “Human Rights and Human Security in ASEAN Integration: Views from Non-Governmental Actors” Discovery Suites 7-10 February 2010
Organized by ISDS Philippines for the ASEAN Institutes of Strategic and International Studies (ASEAN-ISIS), the 17th AICOHR looked at the relevance of human rights and human security to ASEAN integration; the mandates, mechanisms, and processes of the ASEAN Intergovernmental Commission on Human Right and its prospects for Human Rights Promotion and Protection; and the promotion and protection of human rights in the context of ASEAN integration.
International Policy towards Burma/ Myanmar: A Roundtable Discussion UP Balay Internasyonal, Diliman, Quezon City 5 September 2009
ISDS, together with the Asia Society in New York, hosted a roundtable discussion on Burma and brought together scholars, think tank analysts, academics, and representatives from the Departments of Foreign Affairs, Department of Defense, Commission on Human Rights, as well as appropriate committees in the Legislature. The discussion brainstormed the direction and substance of the Philippines’ current policy towards Burma/Myanmar and formulated policy recommendations.
Global Consortium on Security Transformation (GCST) Study Group on Regional Security Inception Meeting Discovery Suites, Pasig City, The Philippines 15 August 2009
As the implementing institution of the Working Group of Regional Security, ISDS Philippines organized its inception meeting. The members discussed its project that focuses on perspectives, conceptions, discourses, debates, processes, activities, etc. of formal institutionalized intergovernmental organizations (above) and informal, non-institutionalized non-governmental groups (below) in four regions in order to determine how regional security is viewed by these two sets of security actors in Latin America, South Asia, Southeast Asia, and West Africa in order to find ways by which views regarding regional security by security actors from “below” might be able to provide inputs to and be reflected in security policy making by those from “above”.
ASEAN People’s Assembly (APA) 2009 “APA Assessment Conference – A Decade Since Conception” EDSA Shangri-la Hotel, Manila, The Philippines 1-2 March 2009
ISDS Philippines, in behalf of the ASEAN Institutes of Strategic and International Studies (ASEAN-ISIS), hosted the APA Assessment Conference which brought together representatives from various civil society groups, academe, think tank institutions, and policy-makers in Southeast Asia, and key partners from beyond the region, all whom had been participants in and supporters of previous APA events. As an assessment process, this conference evaluated the successes, deficits, and impact of the APA experience over the past ten years since its conceptualization, to ensure that future iterations of the event will progress toward its original vision, mission, and goals.
16th ASEAN-ISIS Colloquium on Human Rights (AICHOR) “The ASEAN Charter and Civil Society Involvement in Human Rights Protection and Promotion in South East Asia” EDSA Shangri-la Hotel, Manila, The Philippines 26-27 February 2009
Organized by ISDS Philippines for the ASEAN Institutes of Strategic and International Studies (ASEAN-ISIS), AICHOR 2009 looked at how existing regional human rights networks can locate their advocacy roles within the context of the ASEAN Charter, and harmonized their efforts towards persuading and pressing governments into establishing a strong and independent regional human rights body. Second, drawing from the collective experiences of the members of these networks and their perceptions of the requirements of the region, cooperated to influence the form and structure of the regional human rights body, the qualifications and process of appointment of its members, and its relationship with ASEAN collectively, and its member-states separately. And third, AICHOR 2009 explored the oversight mechanisms that will be needed to ensure that the regional body will effectively implement its mandate on and monitor the promotion and protection of human rights in the region.
Council for Security Cooperation in the Asia Pacific (CSCAP) Study Group on Security Implications of Climate Change Meeting Discovery Suites, Pasig City, The Philippines 15-16 February 2009
ISDS Philippines, the Secretariat of CSCAP Philippines, organized the CSCAP Study Group on the Security Implications of Climate Change Meeting that aimed to examine and develop consensus on the nature and magnitude of risks climate change poses to security in the Asia-Pacific region, and determine ways in which climate change may have serious security implications for the region. Specific measures that can be taken to avoid or manage the risks climate change poses to security in the region were proposed. |
