Members
of the Working Group on Regional Security from Above and Below (WGRS), a subcomponent
of the Global Consortium on Security Transformation (GCST), met on August 15,
2009 at the Discovery Suites, Pasig City, Metro Manila, the Philippines and
discussed how the WGRS project will be carried out by the regional teams. The
goal was to set the timetable and deliverables, as well as to have an agreement
on the template that will be used for the regional study paper in order to
facilitate comparison. Present in the event were Dr. Carolina G. Hernandez and Professor Herman Kraft of the Institute for Strategic and Development Studies (ISDS Philippines),
Mr. Gonzalo Serra of Red de Seguridad y Defensa de América Latina (RESDAL), and
Dr. Mely Caballero-Anthony of S. Rajaratman School of International Studies
(RSIS Singapore).
A
presentation of the ‘state of play’ in Latin American and Southeast Asian
countries and their relationships with the Organization of American States (OAS)
and the Association of Southeast Asian (ASEAN), respectively, on issues regarding
security followed. The discussion was intended to identify areas of concern that need to be addressed in designing the
template for the case studies which will facilitate the comparison of the
regions and regional organizations.

The second meeting of the GCST Working
Group from Above and Below took
place on 16 August 2010 at the NH Lancaster Hotel, Buenos Aires, Argentina. The
first part of the meeting was the reporting and evaluation of the first year of
the research project, while the second part was the planning of the second year
of the project which would be focusing on regional security from below. Present
in the meeting are Dr. Carolina G. Hernandez (ISDS Philippines); Dr. Mely
Caballero-Anthony (RSIS Singapore) who discussed the Southeast Asia case study;
Ms. Marcela Donadio, Mr. Gonzalo Serra and Mr. Patricio Maffei Gaido (RESDAL
Argentina) who discussed the Latin America case study; and Mr. Rodrigo Alvarez
(FLACSO Chile).
The
project as well as the outcomes of the working group was also discussed and
disseminated in the public fora held on 17 August 2010 at the Escuela de Defensa Nacional in Buenos Aires, Argentina and on 20
August 2010 at the Pontifícia
Universidade Católica do Rio de Janeiro (PUC-Rio)
in Brazil.
